The Shire of Tir Bannog includes the geographical area(s) of Smithers, BC which is part of the Tir Righ region of the Kingdom.
A Shire is a local branch of the SCA that reports through a Principality or Kingdom. It is a lot like a Canton, except it is not part of a Barony.
